  • 1 cup boiling water
  • 1 1/4 cup all purpose flour

  • 3/4 cup raisins
  • 1 cup packed brown sugar
  • 1 tbsp baking powder
  • 1/4 tsp salt
  • 1/3 tsp black pepper
  • 2 tbsp lemon zest
  • 1 tbsp orange zest
  • 2 large eggs
  • 1 tbsp oil
  • 2 tbsp vanilla
