  • 1 cup vegetable broth
  • 1 tsp sugar
  • 1/2 tsp pepper
  • 3 tbsp chopped fresh basil, plus more for garnish - or- 1 1/2 Tbsp. dried basil
  • 3/4 cup half and half - or - condensed milk
